The Issyk-Kul Ring Road Improvement Project focuses on the reconstruction and widening of a 75.2 km stretch of road between Barskoon and Karakol, located on the southeastern shore of Lake Issyk-Kul in the Kyrgyz Republic. This section will be upgraded from a two-lane road to a modern four-lane highway, including safety features and pedestrian facilities. The project aims to improve traffic flow, safety, and regional connectivity, especially during peak tourism and harvest seasons.
The Asian Development Bank (ADB) is providing financial assistance for construction supervision services under FIDIC Red Book (2017) conditions. The Ministry of Transport and Communications (MOTC) is the Executing Agency, with its Project Implementation Unit (PIU) acting as the Implementing Agency.
Project Duration: 96 months total
• 36 months for pre-construction and construction
• 60 months for the defects notification period (DNP)
Key Components of the Supervision Services:
1. Construction Supervision: Ensuring contract compliance, quality control, financial management, and timely progress.
2. Environmental and Social Safeguards & Resettlement Monitoring: Compliance with ADB safeguard policies, LARP implementation, and stakeholder engagement.
3. Road Safety Awareness Campaign: Public outreach to reduce road safety risks in nearby communities.
